Michael Foley: Managing Director

Michael Foley joined Celtel in April 2008. Foley is a graduate of McGill University in Canada and has vast experience in Telecoms and Marketing. He joins Celtel Tanzania from Celtel Nigeria - the largest operation in the Celtel International Group - where he was the Chief Commercial Officer. Foley started his career at Procter & Gamble in Canada. Over the years, he worked in various executive roles for New Brunswick Telephone, and Bell Canada. In addition, his telecom experience includes executive level assignments in the USA, Romania, Bulgaria, The Middle East and Tunisia.

Walingo Chiruyi: Chief Commercial Officer

Walingo Chiruyi joined Celtel Tanzania in April 2008 as Chief Commercial Officer responsible for the Marketing, Sales and Customer care departments. Walingo brings a wealth of commercial experience to the Tanzanian team having held senior positions in Marketing and Sales across East, Central and Southern Africa. Prior to joining Celtel Tanzania he was the Head of Sales at Safaricom. Walingo holds a BA and MBA from the University of Nairobi and an MSC from Makerere University.

David Skinnell: Chief Operations Officer

David Skinnell is an American citizen and has been with Celtel Tanzania since July 2007. David has over 30 years of experience in major companies such as Uganda Telecom, Cingular Wireless and Lucent Technologies. Immediately prior to joining Celtel Tanzania, David had been Chief Technical Officer at MEC-Telematik/Kalimat Ltd. In this capacity, David was responsible for developing network architecture and design strategy for a start-up, limited mobility, and wireless local loop company in Iraq.

Bashar Arafeh: Chief Operating Officer - East Africa Region

Mr Arafeh Arafeh is Celtel International’s Chief Operating Officer - East Africa Region overseeing Kenya, Uganda, Tanzania and Madagascar. Prior to this he was Managing Director of Celtel Tanzania. He has vast experience in marketing, strategy, sales and business development. Before Bashar’s appointment to the position of Celtel Tanzania’s Managing Director, he held an impressive list of positions in the telecommunications sector having worked as the Chief Commercial Officer of the then MTC’s (now Zain Jordan) flagship company in Jordan (which had over 2 thirds of a very competitive market and over half a billion dollars of revenue). He also played a key role in the setting up of Zain’s operations in Bahrain and Lebanon. He has also served in the senior leadership team of Arabia Online in Dubai (the first line online community in the Middle East) and Managing Director of Jordan’s first radio paging company – Mirsal. The defining moment in his career was when while still at Apple Computers, he made the move from Engineering to purse his passion in marketing and IT back in the early 1990s.Bashar is a Harvard Business School alumnus and is also a much sought after speaker at telecommunication conferences.

Heiko Schiltkke: Finance Director

Mr Schlittke (45) is a German national and was recently appointed to the position of Finance Director. He has held a range of positions within the telecoms industry including Celtel Congo. He is highly commercially oriented, with many years experience in Media, FMCG and Telecommunication. Internationally experienced, multilingual and has excellent communication skills. He is a graduate of Political science and Economics from Johann-Wolfang- Goethe University, Frankfurt.

Herbert Louis: Sales Director

Herbert Louis is a Tanzanian national and has been with Celtel since 2002. Prior roles within Celtel include Head of Corporate Sales and Commercial Manager. Before joining Celtel, he was a Rooms Division Director at Dar es Salaam Sheraton Hotel in Tanzania responsible for revenue optimization and customer satisfaction. Mr. Louis holds a Masters degree in Business Administration.

Margaret Kositany: Marketing Director

Ms Kositany is a Kenyan national and has been with Celtel Tanzania since Jan 2006. Ms Kositany was previously the Regional Brand Manager at Unilever South Africa after being Senior Brand Manager at Unilever Kenya. She was responsible for Overseeing all marketing functions; product development and management, pricing, communication, media, mobile data services, research and segmentation. Ms Kositany holds a Bachelor of Arts degree (Economics and Business Administration)

Georgia Mutagahywa: Director Corporate and External Affairs

Ms. Mutagahywa is a Tanzanian national and joined Celtel Tanzania in 2001 as Corporate Affairs Manager from Coca-Cola Kwanza (T) Limited where she served in the same capacity. Prior media experience includes that as a Managing Editor and tutor at the Tanzania School of Journalism. Ms Mutagahywa holds a Masters degree in Administration.

Thierry Diasonama: Operation Director

Mr Diasonama is a Congolese (RDC) national and has been with Celtel Tanzania since September 2006. Prior to joining Celtel Tanzania, he held the role of Network Support and Quality Manager at Celtel Congo responsible for day to day management of teams in the Core Network, BSS, Transmission, Satcom and Planning Support and Network Quality within the scope of operations and maintenance. Mr Diasonama holds a Bachelors Degree in Electronics Engineering

Rubio Georges-Alain: Technical Director

Mr. Rubio is a French national and has been with Celtel Tanzania since March 2007. Prior to joining Celtel Tanzania, he held the same role at Celtel Kenya responsible for Budgeting, Designing, Dimensioning, optimising, and securing the network. He is also responsible for site Deployment, Transmission and Radio solutions on the operational Network. Mr Rubio holds a Bachelors Degree in Electronics Engineering

Lucille Aveva: Customer Services Director

Ms Aveva is a Tanzanian national and has been with Celtel Tanzania since October 2006. Prior to joining Celtel Tanzania, Ms Aveva was previously the Head of Customer Care at Barclays Bank Kenya. She’s responsible for introducing an electronic customer feedback system, rolling out and embedding the 5pt plan to deliver customer service revolution as well as project management of the delivery of a contact centre to efficiently manage customer queries and complaint. Ms Aveva holds a Diploma in Hospitality and Hotel Management

Perece Kirigiti: HR Director

Miss Kirigiti is a Tanzania national and has been with Celtel Tanzania since April 2007. Prior to joining Celtel Tanzania, she held the role of HR Operations Manager at Barclays Bank Kenya responsible for administration of staff records, MIS and Internal job applicant, managing the department’s annual budget, manage the learning and development centre and manpower planning. Ms Kirigiti holds a Masters in Business Administration.
